The Urban Foundation initiated a research and development program in 1993 to address the issue of the quality of basic education in South Africa, focusing initially on rebuilding the culture of learning and teaching. This report is the result of a workshop on rebuilding the culture of learning which was held in Cape Town in 1994. It presents: the views of a teacher, a pupil and a parent; a case study on the breakdown of the culture of learning; a summary of the plenary discussion; and the keys points that came out of the discussions.
